Roger is a health and human services attorney with over two decades of experience in the public and private sector. Over the past 12 years, Roger has served in multiple senior leadership positions in New York State government, including as Executive Deputy Commissioner and General Counsel for the New York State Office for People with Developmental Disabilities, special counsel in the Governor’s office and as Chair of the New York State Commission on Quality of Care and Advocacy for Persons with Disabilities.
With his extensive governmental experience, Roger brings a keen understanding of New York State government to his clients. He has worked closely with leaders in the developmental disability, mental health, substance abuse, home care and long-term care industries to develop policies and practices to support the neediest New Yorkers. He has extensive experience in Medicaid and is a nationally-recognized expert in Home and Community-Based Services.
Prior to his government service, Roger represented numerous clients in civil and commercial litigation matters in federal and state court. Based upon his public and private sector experience, he is able to support his clients in pursuing the full range of administrative, regulatory, legislative and litigative strategies.
