Roger is a governmental and regulatory affairs and health and human services attorney with over two decades of experience in the public and private sector. Prior to joining Bond, Roger served in multiple senior leadership positions in New York State government, including as special counsel to the Governor and Executive Deputy Commissioner and General Counsel for the New York State Office for People with Developmental Disabilities.
In his governmental and regulatory affairs practice, Roger supports a wide range of clients in administrative advocacy, regulatory advocacy and litigation. He has substantial experience in the requirements of the New York State Administrative Procedure and the limitations it imposes on executive agencies and has brought successful litigation striking down administrative actions that exceed agency authority.
In his health practice, Roger works closely with human services providers, including those providing developmental disability, mental health, substance abuse, home care and fiscal intermediary services. He has extensive experience in Medicaid and home and community-based waiver programs. He regularly assists clients with quality assurance and oversight matters, Office of Medicaid Inspector General (OMIG) compliance and disclosure, and Health Insurance Portability and Accountability Act (HIPAA) issues. He also works with members of the business, litigation and labor groups to support human services providers across a wide variety of legal needs.
