Rachel works with public school district clients on a wide array of legal issues, including matters related to special education, governance, operation, finance and student and staff discipline. Rachel joins the School Law group with a strong background and emphasis in special education, having served as special education counsel, representing clients in proceedings arising under the IDEA, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act and related laws regarding the education of students with disabilities in various administrative and other forums.
Prior to joining Bond, Rachel was at a law firm where she served as general, labor and special education counsel to school districts in day-to-day functioning. She represented school district clients in matters involving the education of students with disabilities, civil rights and student/staff discipline. Rachel has appeared in various forums including the U.S. District Court-Eastern District of New York, N.Y.S. Supreme Court-Appellate Division, Second Department, Nassau and Suffolk County Supreme Courts, N.Y.S. Division of Human Rights, N.Y.S. Public Employment Relations Board, the EEOC as well as the USDOE Office for Civil Rights. Rachel also counseled Boards of Education during public meetings, analyzed proposed and existing policies and provided legal opinions with respect to compliance with state and federal legislation.
