Phil focuses on public finance transactions for municipalities, school districts and 501(c)(3) organizations, in addition to handling other business and real estate matters.
Prior to joining the firm, Phil served as counsel to the New York State Environmental Facilities Corporation (EFC) where he closed municipal bond transactions financing drinking water and sewage treatment projects. He is well versed with respect to the New York State programmatic requirements applicable to public infrastructure projects.

Phil was also an attorney at a Southern Tier law firm where he worked on real estate, business and loan transactions, as well as tax assessment and zoning law matters. After graduating from law school, he clerked in the New York State Supreme Court, Appellate Division, Third Department.
