He has also represented clients in Article 78 proceedings when board decisions are challenged. In addition, Nolan has experience drafting and advising municipal clients on local laws, including local laws to opt out of cannabis dispensaries and on-site consumption pursuant to the Marijuana Regulation and Taxation Act (MRTA). He has also advised his clients on issues pertaining to the creation of districts, dedication and abandonment of roads, funding of public libraries, creation of municipal departments, and compliance with the State Environmental Quality Review Act (SEQRA).

Nolan also has experience representing municipalities and school districts in real property tax assessment proceedings. He has saved his clients thousands of dollars by assessing refund liability in tax certiorari proceedings, negotiating favorable settlements and engaging in motion practice. Outside of the litigation context, Nolan has also worked with both municipalities and public benefit corporations on creating tax incentives for development through the use of PILOT agreements.
