Jonathan has represented municipalities and school districts in a wide range of litigated matters, including zoning disputes, disputes regarding the legality of fees and charges imposed by municipalities and public authorities, disputes between municipalities and their employees, civil rights actions against municipalities and school districts, contract and construction disputes involving municipalities and actions against school districts under the Individuals With Disabilities in Education Act.
