The subject matter of his litigation experience includes requests for name clearing hearings, parental challenges to school curriculum, special education, taxpayer actions to remove board members and school district officers, school district elections, dismissal of probationary employees, student discipline and all aspects of employment discrimination. Howard has also lectured on such topics as student First Amendment rights, parental rights in the public schools and special education.
