What’s the Latest With NYC’s Congestion Toll Program?

As a follow-up to this week’s Business in 2025 webinar, Bond labor and employment attorney Christopher Cruz Sierra provided an update on New York City’s congestion toll program, which increases bridge and tunnel tolls for motorists traveling into Manhattan’s “congestion zone” during peak times. Chris talked about the program’s exemptions for emergency response vehicles, as well as available discounts and tax credits for low-income commuters and residents. Despite reports from the Metropolitan Transportation Authority (MTA) about the fledgling program’s benefits – reduced congestion for commuters, faster travel times for emergency vehicles and buses and nearly $50 million in estimated revenue, the federal government last week revoked authorization for the program, setting up a legal battle between MTA and the White House.
